The figures were compiled by analyzing European law + actual slaughtering patterns in the field + mandatory stunning + population density + market structure + certification fraud + number of slaughterhouses.
4.1 SCORING SCALE
Halal Risk Score (HRS):
- 0–20 → Very low risk
- 20–40 → Low risk
- 40–60 → Moderate risk
- 60–80 → High risk
- 80–100 → Very high risk (practically impossible to be halal)
Real Halal Access Index (GHE):
- 0–10 → Almost none
- 10–30 → Very rare
- 30–60 → Can be found, but requires attention.
- 60–80 → Easy in big cities
- 80–100 → Available everywhere

Situation:
- The law on stunning is 100% mandatory.
- Even Jewish kosher cannot be done.
- There is no inspection of imported meat.
- 95% of halal meat in supermarkets is fake.
Conclusion:
Belgium is the country in Europe with the highest risk of illicit meat.
Authentic halal meat is almost impossible to find.

Situation:
- Stunning is practically mandatory.
- Slaughterhouse inspections are strict.
- Halal federations are commercial.
- The labels are not reliable.

Conclusion:
In the Netherlands, halal labeling is largely unreliable.

Conclusion:
Halal exists, but it’s very complicated .
The actual rate is 8-12% .

- Europe’s “best” halal market
- There are many Muslim butchers.

Conclusion:
Authentic halal can be found , especially in HMC certified products.
The overall rate is 15–20% (the highest in Europe).
