I’m giving 3 scores for each country:

  1. Halal Risk Score (HRS) →
    High score = country where halal is at risk.
  2. Halal Security Score (HSS) →
    High score = country where halal is protected.
  3. Authentic Halal Access Index (GHE) → The probability of a Muslim finding genuine halal
    at the market/butcher shop (High = easier)

The figures were compiled by analyzing European law + actual slaughtering patterns in the field + mandatory stunning + population density + market structure + certification fraud + number of slaughterhouses.


4.1 SCORING SCALE

Halal Risk Score (HRS):

  • 0–20 → Very low risk
  • 20–40 → Low risk
  • 40–60 → Moderate risk
  • 60–80 → High risk
  • 80–100 → Very high risk (practically impossible to be halal)

Real Halal Access Index (GHE):

  • 0–10 → Almost none
  • 10–30 → Very rare
  • 30–60 → Can be found, but requires attention.
  • 60–80 → Easy in big cities
  • 80–100 → Available everywhere

4.2   🇧🇪BELGIUM — (FLEMANIAN + WALLOONIAN REGIONS)

  •  HRS (Halal Risk Score): 97 / 100
  • HGS (Halal Security Score): 8 / 100
  • GHE (True Halal Access): 5 / 100

Situation:

  • The law on stunning is 100% mandatory.
  • Even Jewish kosher cannot be done.
  • There is no inspection of imported meat.
  • 95% of halal meat in supermarkets is fake.

Conclusion:
Belgium is the country in Europe with the highest risk of illicit meat.
Authentic halal meat is almost impossible to find.


4.3   🇳🇱NETHERLANDS

  • HRS: 92 / 100
  • HGS: 10 / 100
  • GHE: 8 / 100

Situation:

  • Stunning is practically mandatory.
  • Slaughterhouse inspections are strict.
  • Halal federations are commercial.
  • The labels are not reliable.
  • Even Muslim butchers are forced to use industrially processed meat.

Conclusion:
In the Netherlands, halal labeling is largely unreliable.


4.4   🇩🇰🇸🇪🇳🇴🇨🇭SCANDINAVIA + SWITZERLAND BLOC

  • Religious slaughter is banned in most countries.
  • Shock treatment is 100% mandatory.
  • There is a legal battle over what is permissible (halal).
  • There are places where even kosher food is forbidden.

Conclusion:
In these countries, halal is practically mathematically impossible.

Situation:

  • Halal is allowed, but shock freezing is standard.
  • There is no mention of the name of God in large slaughterhouses.
  • Muslim butchers are doing well, but their meat is generally industrially sourced.
  • There are too many certification bodies, and control is weak.
  • Authentic halal is more common in big cities.

Conclusion:
Halal products can be found in Germany, but caution and monitoring are necessary.
The true halal content is typically between 10-15% .


4.6   🇫🇷FRANCE

  • HRS: 75 / 100
  • HGS: 40 / 100
  • GHE: 30 / 100

Situation:

  • Europe’s largest halal market
  • Industrial cutting systems are dependent on shock freezing.
  • The Muslim population is large, but the halal lobby is weak.
  • There are many brands sold as “halal,” but most of them are industrially produced.
  • Slaughterhouses originating from North Africa are more reliable.

Conclusion:
Halal exists, but it’s very complicated .
The actual rate is 8-12% .


4.7   🇬🇧UNITED KINGDOM

  • HRS: 58 / 100
  • HGS: 60 / 100
  • GHE: 55 / 100

Situation:

  • Europe’s “best” halal market
  • There are many Muslim butchers.
  • There are also very well-functioning certification bodies (like HMC).
  • Industrial halal products are also questionable.
  • Electrocution is not mandatory in some places, but it is common.

Conclusion:
Authentic halal can be found , especially in HMC certified products.
The overall rate is 15–20% (the highest in Europe).


4.8   🇪🇸 🇮🇹 🇵🇹 🇵🇱 🇭🇺 🇷🇴SOUTHERN AND EASTERN EUROPE

General Situation:

  • The market is small because the Muslim population is low.
  • Shock treatment is common.

  • But control is weak.
  • Certificates are rare, but sometimes they are fake.

Conclusion:

Situation:

  • The meat industry is huge.
  • Shock treatment is common.
  • There is a “halal export” policy.
  • Halal mixed in the domestic market.

Conclusion:
Truly halal products are scarce , the majority are questionable.
